Jim Yong Kim, who became president of the World Bank on July 1st, 2012, has launched a wide consultation with experts and researchers on some key issues at the heart of the strategies of this organization. The consultation has involved Gabriele Quinti, director of CERFE, who touched issues like the relationship between social exclusion and poverty, social innovation, the promotion of scientific and technological research, the enlargement of the entities the World Bank cooperates with.
The issues at the heart of the consultation and the suggestions formulated by Quinti are reported below.



What are your views on the best ways to eradicate poverty?
Stopping the process of impoverishment which is the economic and social antecedent of poverty. This process coincides with an increasing social exclusion from areas of human life such as healthcare, education and social services, labour and credit market and so forth. It means promoting empowerment and social agency of the victims of impoverishment processes as well as of those officials charged for the management of such services. It is also important to distinguish between different forms and levels of poverty (e.g. between people on the borderline of poverty and extreme poor) that must be fought through very different policies and actions.

What are the most exciting innovations that can bring greater prosperity to everyone?
Support to technological innovation (e.g. ICT, exploitation of renewable energy sources) must be carried out together with social innovation. In this framework, the greatest social innovation consists in involving middle classes in emerging and developing countries – a potential for development of which we are not fully aware yet – for the promotion of good governance and for achieving MDGs

How can we harness the great experience that exists in member countries?
A big opportunity for doing the most of the experience of member countries consists in promoting scientific and technological research (STR) as an essential part of development policies. STR could become the place where new knowledge and traditional knowledge meet, exchange and integrate.

What questions do you have for the World Bank?
The first question is how to improve integration between World Bank “operations” and the activities carried out by the World Bank as a “think tank” or a “knowledge bank”. A second question is how to broaden – taking all the necessary precautions – the type of entities and clients the World Bank interacts with by including, besides Member states’ Governments (and the private actors through the IFC), also local authorities, research institutions and CSOs.
